Mexican municipal property regularization and urban works

Mexican municipal authorities have been conducting initiatives to regularize property ownership and improve local infrastructure.

In Mexicali and Cajeme, officials delivered property deeds to dozens of families to provide legal certainty. In Tijuana, the municipal government expanded these efforts through the Fideicomiso Promotora Municipal (PROMUN), which has issued hundreds of low-cost property titles to residents in neighborhoods such as El Pípila and Cañadas del Florido.

Alongside legal measures, authorities have focused on urban maintenance and social infrastructure. In Tijuana, the administration led by Mayor Abdiel Gutiérrez Coronado has undertaken community improvements, including the rehabilitation of a park in the Mariano Matamoros neighborhood. This intervention, prompted by direct requests from local residents to recover public spaces, involved cleaning 1,400 square meters, removing 60 bags of weeds, and collecting over two tons of trash. The project also included manual sweeping, perimeter marking, tree pruning, and the rehabilitation of street lighting to improve nighttime visibility for approximately 21,800 residents.

Additionally, the government has invested in educational infrastructure. In the Las Cumbres neighborhood, the city inaugurated two new classrooms at the Himno Nacional Mexicano Elementary School. Funded by the Ramo 33 federal program with an investment exceeding 1.4 million pesos, these classrooms feature a regional structure designed to serve as temporary shelters during emergencies.

Despite these local improvements, the region faces broader social and institutional challenges. In Baja California, satisfaction with IMSS health services has reportedly dropped to 42.37%, ranking the state 25th nationally. Furthermore, in Tijuana, approximately 2,700 interim teachers have engaged in protests over unpaid wages, creating uncertainty for the start of the new school year.
