Mexican municipal tax and utility relief programs

Overview

Various Mexican government entities have introduced programs to provide financial relief through tax discounts and debt forgiveness.

In Chihuahua, the state government launched the “Borrón y cuenta nueva” program, offering tiered discounts on vehicle payments, state taxes, and driver licenses. Discounts are scheduled to decrease from 95 percent in November to 70 percent in January. The state also included support for businesses to regularize sanitary certificates. At the municipal level, Chihuahua Capital announced an 80 percent discount on property tax surcharges for November and December, while Ciudad Juárez is deploying mobile units to provide discounts on property taxes and traffic violations.

In Sonora, the state government is offering a 100 percent discount on surcharges for various state taxes and rights, including lodging taxes and vehicle plate revalidation. In Hermosillo, the municipal treasury offered a 100 percent discount on accumulated property tax surcharges through November 10, while the local water utility introduced a program to freeze and eventually forgive debts for domestic users with significant arrears. Hermosillo has also introduced a 15 percent discount on property tax bases.

In Sinaloa, the Buen Fin program includes discounts of up to 100 percent on surcharges and fines, along with a 50 percent reduction in driver's license renewals. In Jalisco, Governor Pablo Lemus has proposed a three-month water bill waiver for 627 neighborhoods in the Guadalajara Metropolitan Area facing water shortages, subject to State Congress approval.
