Mexican municipal utility debt relief programs

Overview

Several Mexican municipalities and water utilities have implemented incentive programs to encourage citizens to settle outstanding debts for water, drainage, and sanitation services.

In Puebla, the Agua de Puebla “Regularízate” program offered a 40% discount on principal debt and a 100% waiver on surcharges for households with debts exceeding seven months, with an initial deadline of September 30, 2026.

In Toluca, the municipal government initially set a September 30 deadline for residents and commercial users to settle debts with the Organismo Agua y Saneamiento de Toluca (OAyST). Following this, the city extended the campaign through December 31, 2026. The extended program includes up to a 100% discount on surcharges for 2026 and prior years, a 50% discount on connections for properties regularizing with the National Institute for Sustainable Soil, and an additional 38% discount for vulnerable domestic users.
