Mexican pyrotechnic safety regulations

In response to a tragedy in Temascalcingo that caused 11 deaths and over 80 injuries, authorities in Mexico have implemented stricter measures and safety warnings regarding pyrotechnics for Independence Day celebrations.

The municipal government of Ecatepec has established a permanent ban on ‘toritos’ pyrotechnics. Under the ‘Fiestas Patrias en Paz 2026’ operation, the city has deployed over 1,800 police officers and 113 Navy elements to enforce security, alcohol checkpoints, and ‘Ley Seca’. While some fireworks like ‘castillos’ may be allowed, organizers must obtain a ‘constancia de no inconveniencia’ following safety reviews.

Health and security authorities across various states have issued urgent warnings to prevent serious injuries and fatalities. In Morelos, the Secretariat of Public Security and Citizen Protection has guaranteed security across 36 municipalities but strongly urges citizens to avoid using fireworks or firing weapons into the air. A crisis room has been activated to monitor incidents.

Health institutions, including ISSSTE and the Guanajuato Health Secretariat, emphasized that fireworks are explosives rather than toys, warning of risks such as severe burns, loss of limbs, and permanent disabilities. ISSSTE specifically cautioned against carrying fireworks in pockets due to friction risks and advised against applying home remedies to burns. In the State of Mexico, the Instituto Mexiquense de la Pirotecnia (IMEPI) advised spectators to maintain a 50-meter distance from professional displays and wear cotton clothing, noting that all professional pyrotechnicians must hold valid permits from the Secretaría de la Defensa Nacional.
