Mexico City labor rights and workplace safety initiatives
Overview
Mexico City has initiated efforts to improve workplace safety and labor rights through new training and legislative oversight. The Ministry of Labor and Employment Promotion (STyFE) introduced a Modular Training Program designed to help workers, unions, and companies manage occupational health, regulatory compliance, and psychosocial hazards such as harassment and stress. This program specifically addresses the vulnerabilities of digital platform workers, including exposure to weather and limited service access.
Following these initiatives, the Mexico City Congress has called for stronger protections for digital platform workers, specifically regarding guaranteed payments, recorded hours, and social security access. While there are over 1.5 million platform workers in the country, officials noted that only about 247,900 meet the income threshold for comprehensive social security.
In response to increased inspection budgets from the Secretariat of Labor and Social Welfare (STPS), business groups like COPARMEX Metropolitano have urged companies to strictly adhere to the Federal Labor Law to avoid significant fines. Employers are currently navigating challenges related to recent labor reforms, the reduction of the workweek, and the formalization of internal regulations.
