Mexico emergency preparedness and earthquake drills

Overview

Mexican authorities have initiated a series of emergency preparedness exercises focused on seismic and tsunami risks. In late August, the Mexican Navy and various civil protection agencies conducted localized drills in Sinaloa and Oaxaca to test response times and rescue protocols.

Building on these regional efforts, the government has finalized details for the Second National Drill (Simulacro Nacional) scheduled for September 19, 2026, at 12:00 hours. This nationwide exercise aims to strengthen civil protection culture and improve response capacities across all 32 states. To mark the event, President Claudia Sheinbaum will lead a flag-raising ceremony in Mexico City’s Zócalo at 7:19 hours to honor victims of the 1985 and 2017 earthquakes.

The drill will involve five hypothetical seismic scenarios: a 7.7 magnitude earthquake in Puebla, a 7.1 magnitude event in Baja California, a 5.2 magnitude tremor in Nuevo León, a 7.0 magnitude movement in the Yucatán Peninsula, and a 7.6 magnitude earthquake in the Gulf of Tehuantepec, Chiapas. Seismic alerts will be activated in high-activity states, including Guerrero, Morelos, Michoacán, and Oaxaca, as well as on mobile devices in covered areas.

To facilitate the exercise, authorities will utilize radio, television, and over 23,000 loudspeakers in major metropolitan areas such as Mexico City and Estado de México. In Cancún, more than one thousand buildings are expected to participate under a magnitude 7.0 earthquake hypothesis. Authorities continue to encourage citizens to develop personal evacuation plans and identify household risks.
