Mexico INE leadership transparency investigations

Overview

The National Electoral Institute (INE) in Mexico is facing scrutiny regarding potential conflicts of interest and administrative irregularities involving President Guadalupe Taddei Zavala’s staff. Initial reports linked Taddei’s driver, Jonathan Navarrete Torres, to Corporativo Zeg, an electoral materials supplier. Investigations indicate Torres held a general power of attorney for the company, which is currently under investigation by the Financial Intelligence Unit (UIF) for alleged links to organized crime and by the Federal Economic Competition Commission (Cofece) for potential monopolistic practices. Subsequent reports have focused on payroll discrepancies involving Luis Alberto Bustamante Canizales, an aide to Taddei who earns nearly 70,000 pesos per month as a “project leader” despite serving as a driver and cook. New allegations have linked Taddei to businessman José Alfredo Hernández Casillas, whose companies, including Corporativo Zeg and Cajas Graf, are under investigation by the UIF for suspected fraudulent practices and money laundering. The Superior Auditor of the Federation (ASF) is officially investigating approximately 514 million pesos in contracts associated with Hernández Casillas’s business network. The ASF has identified evidence of simulated agreements, resource triangulation, and conflicts of interest, noting that Hernández Casillas has reportedly received at least 245 million pesos in contracts from the INE and the Sonora Electoral Institute. Controversy intensified following the release of video and photographic evidence showing Hernández Casillas hosting Taddei’s children on luxury trips. Taddei has denied all wrongdoing, characterizing the accusations as attempts to “destabilize the organization.” In response to the crisis, the Chamber of Deputies is reviewing the situation. Ricardo Monreal, president of the Coordination Board, noted that while the Chamber cannot directly demand her resignation, legal experts suggest that if Taddei does not step down, the Chamber could initiate political impeachment proceedings or seek removal through criminal charges related to alleged irregularities in institutional contracts.
