Mexico migration management and protection initiatives

Overview

Mexico has implemented various strategies to manage migration through international cooperation and enhanced legal protections. Initially, the government focused on regional development and integration. In Baja California, the State Council on Migratory Affairs (CEAM) partnered with the United Nations and Canada on the ‘Integramos México’ project to promote social and labor inclusion. Simultaneously, the Mexican Agency for International Development Cooperation (Amexcid) targeted Central America and the Caribbean with programs like ‘Sembrando Vida’ and ‘Jóvenes Construyendo el Futuro’ to address the structural causes of migration by reducing inequality.

Efforts subsequently expanded to include specific human rights and refugee protection agreements. In Mexico, the National Human Rights Commission (CNDH) and the Ministry of the Interior (Segob) established a pact to improve assistance, information exchange, and human rights research for individuals at the southern border. In Venezuela, the Ombudsman's Office and the United Nations High Commissioner for Refugees (UNHCR) signed a memorandum of understanding to improve technical cooperation for refugees and stateless persons, addressing the needs of the approximately 6.9 million Venezuelans residing in Latin America and the Caribbean.
