Mexico transportation sector regulatory and security issues

Mexico’s transportation sector is undergoing scrutiny regarding regulatory compliance, labor rights, and security technology. Initial reports highlighted a significant presence of illegal operations, with Deputy Reginaldo Sandoval Flores stating that between 35,000 and 50,000 buses operate illegally on federal routes. This unregulated environment affects approximately 250,000 drivers working without legal benefits. In response, organizations like CONATRAM have initiated legal training to educate drivers on constitutional rights and police inspection limits.

Legislative efforts have since expanded to propose reforms to the Federal Roads, Bridges, and Motor Transport Law and the Federal Labor Law. These proposals aim to provide legal certainty to concessionaires and improve driver working conditions.

Parallel challenges regarding safety and modernization have emerged, particularly in Morelos. Data shows a technological gap in the taxi sector, where only 2 percent of the 9,000 taxis in the metropolitan area utilize GPS or surveillance systems connected to coordination centers. While financing for security upgrades like panic buttons and real-time monitoring is available, resistance from concessionaires persists, hindering the sector’s ability to compete with digital platforms and mitigate crime risks.
