Mexico-U.S. drone technology defense cooperation

Overview

Mexico and the United States have entered into a non-binding “Declaration of Intent” to expand bilateral defense cooperation, specifically focusing on unmanned aerial systems (UAS) and counter-unmanned aerial systems (C-UAS) technologies.

Formalized during a visit by U.S. Army Secretary Daniel Patrick Driscoll, the agreement allows Mexico’s Secretariat of National Defense (SEDENA) to access the U.S. Army’s digital market. This access is intended to help Mexican authorities acquire drones and tools to detect, identify, or neutralize unauthorized aircraft at competitive prices.

The initiative aims to address the increasing use of remote-controlled aircraft by organized crime groups for surveillance and other illegal activities. U.S. Ambassador Ronald Johnson noted that the technology will bolster the ability to combat cartels and address shared security challenges by establishing a framework for tracking and neutralizing unauthorized drones in the region.

On August 11, the parties formalized a Statement of Intent to strengthen defense capabilities through innovation. This agreement marks a significant shift in bilateral security, representing the first time the Pentagon has agreed to sell such drone technology to Mexico specifically for the purpose of combating criminal organizations.
