Moldova agricultural digitalization and regulatory updates

Moldova has moved toward the digitalization of its agricultural sector through the implementation of new data management systems.

Initially, the government introduced a digital registry specifically for orchard owners. This tool was designed to consolidate various records into a single format to align national legislative requirements with international certification systems and European quality and safety standards. Early testing indicated the registry could simplify record-keeping and reduce administrative workloads for producers.

This effort expanded with the launch of the Farmers Register, a broader digital information system under the Integrated Administration and Control System (SIAC). This system interconnects fiscal, cadastral, population, and livestock databases via the MConnect platform to create unique digital profiles for farms. Registration in this register is mandatory for producers seeking financial support under the 2026–2030 Strategic Agricultural Policy Program. The initiative aims to enable automatic eligibility verification and faster application processing while reducing the need for farmers to repeatedly submit documentation.

As of late September 2026, the Farmers Register has seen approximately 20,000 profiles pre-populated in the system. Registration is conducted online via the MPass government service, with support available through the Agency for Intervention and Payments in Agriculture (AIPA).

Parallel to these digital registry efforts, Moldova is updating its regulatory framework for phytosanitary passports for verified planting material. These documents are intended to ensure traceability and compliance with phytosanitary requirements. These updates aim to align with European Union models and allow for the use of seed documentation equivalent to OECD and ISTA standards to reduce import obstacles.
