Moldova healthcare system reforms

Moldova is undergoing various healthcare reforms aimed at improving service standards and resource management.

In late August 2026, the Ministry of Justice and the Ministry of Health approved a roadmap to integrate prison medical services into the national public healthcare system. This initiative seeks to ensure that incarcerated individuals receive medical care under conditions comparable to the general community, applying the same care standards regardless of a patient’s location.

Following this, the Ministry of Health announced plans to reform the distribution system for newly graduated doctors. Rather than merely filling vacancies, the new system intends to assign specialists, such as surgeons, to facilities with the appropriate equipment and patient volume to support their expertise. This reorganization aims to concentrate acute care in specific institutions while managing chronic diseases closer to local communities, addressing broader challenges like specialist migration and rural doctor shortages.
