Overview

Moldova is undergoing various healthcare reforms aimed at improving service standards and resource management. In late August 2026, the Ministry of Justice and the Ministry of Health approved a roadmap to integrate prison medical services into the national public healthcare system. Following this, the Ministry of Health announced plans to reform the distribution of newly graduated doctors to better match specialists with appropriate facilities.

By mid-September 2026, systemic pressures became more evident. Health Minister Alexandru Gasnaș reported a critical shortage of 1,225 medical staff members and a significant generational imbalance: one in two doctors is over 55 years old, one in five is over 65, and only one in eight is under 35. These personnel deficits are compounded by rapid demographic aging. Data from the National Bureau of Statistics shows that as of early 2026, 611,900 people aged 60 and over resided in Moldova, accounting for 25.9% of the total population—an increase from 25.2% at the start of 2024. This aging process is more pronounced among women, who have an aging coefficient of 29.2% compared to 22% for men. Among those aged 85 and older, there are only 35 men for every 100 women.

These shifts are placing increasing pressure on the pension system and public health expenditures. Projections indicate that by 2040, the proportion of citizens aged 80 and above will nearly double, with spending for older adults expected to exceed one-third of the total health budget. Additionally, the number of economically active persons aged 60 and over decreased by 11.1% in 2025.
