Montenegrin judicial administration and cooperation

Overview

The Montenegrin judiciary has undertaken several administrative and international cooperative actions. In September 2026, the Judicial Council assigned 14 judges to various basic courts across the central and southern regions, including Herceg Novi, Nikšić, Bar, Kotor, Bijelo Polje, and Rožaje. During this period, the Council also adopted a guide for access to information and approved standards for judicial portals.

By October 2026, the focus shifted toward international judicial cooperation. The Supreme Court of Montenegro issued a call for judges to apply for secondment to the Registry of the European Court of Human Rights (ECHR) in Strasbourg. This process, which follows a 15-year tradition of cooperation, requires the country to propose at least three candidates for the ECHR to select one for a mandate beginning February 1, 2027.
