Montenegrin NGO advocacy for disability rights

Non-governmental organizations in Montenegro have been active in advocating for the rights and welfare of individuals with disabilities and specific developmental needs.

Initial efforts focused on broader social protection and legal awareness. Organizations such as the Organization of the Blind for Bar and Ulcinj worked to improve independent living and address discrimination, while the Association of Multiple Sclerosis of Montenegro released a guide covering disability assessment laws, benefits, and tax exemptions. These initiatives were supported by local municipalities and the Ministry of Social Welfare, Family and Demographics.

More recently, advocacy has shifted toward specific legal and judicial challenges. Organizations including ‘Centar za dječija prava’ and ‘NVO SISTEM’ have called for a review of court rulings concerning a child with autism spectrum disorder. The dispute involves a court-ordered care rotation during medical treatment in Belgrade, which advocates argue disrupts the stability and continuity of care necessary for the child’s therapeutic process. These groups are urging institutions to prioritize the child’s best interests over administrative decisions.
