Montenegrin security and law enforcement operations

Overview

Montenegrin authorities have conducted several security-related operations involving foreign nationals. In early September, the Montenegrin Police Administration expelled six Ukrainian citizens after an investigation into potential links to a “high-risk organized crime group.” Authorities revoked their temporary protection status and issued a five-year re-entry ban following the seizure of communication devices, drones, and GPS tracking equipment.

Later in the month, police arrested two Russian citizens at Tivat Airport. The individuals, who hold both Russian and Israeli passports, were found with significant amounts of cash and electronic equipment, including a professional radio signal detector and a GPS tracker with a microphone. Subsequent searches of properties in Budva and Bar reportedly uncovered approximately one million euros and additional surveillance technology. The suspects are currently under investigation for suspected smuggling and money laundering, with authorities working alongside the Montenegrin National Security Agency and international partners.
