Montenegro climate adaptation funding request for schools

Overview

Montenegro has applied for $15 million in non-refundable grants from the Adaptation Fund to enhance the resilience of its educational system against climate change. The proposal, developed by the Ministry of Ecology, Sustainable Development and Northern Development in collaboration with the Ministry of Education, Science and Innovation, UNICEF, and World Bank experts, seeks to utilize half of the country’s $30 million total allocation from the fund.

The initiative focuses on upgrading school infrastructure, renovating schoolyards, and equipping classrooms. Beyond physical improvements, the project aims to integrate climate change education through teacher training and the creation of new textbooks and teaching materials. Minister Anđela Jakšić-Stojanović noted the project is intended to foster ‘green skills’ and raise ecological awareness among students.

The proposal aligns with both the National Climate Change Adaptation Plan and the National Education Reform Strategy 2025–2035. A decision regarding the funding is expected by the end of 2026, with the project potentially becoming operational by the end of 2027.
