Montenegro EPCG energy debt and infrastructure development

Overview

Elektroprivreda Crne Gore (EPCG) is managing both financial challenges and infrastructure expansion within Montenegro’s energy sector.

In August 2026, the company reported a significant electricity debt totaling approximately 175 million euros. Household debt exceeded 112 million euros, while other consumers owed roughly 62.6 million euros. EPCG noted that these unpaid bills, including 71 million euros in debts older than five years, hinder cash flow, supplier payments, and system maintenance. As of early August 2026, 10,035 active consumers had been disconnected due to non-payment.

Concurrently, EPCG is advancing renewable energy projects, specifically the second phase of the Gvozd wind farm on the Krnovska plateau. This phase, valued at nearly 26 million euros, aims to add 21 MW of capacity. Once completed, the total Gvozd wind farm capacity is expected to reach 75.6 MW, producing enough energy to meet the needs of approximately 35,000 households. General Director Zdravko Dragaš stated the project is vital for increasing energy security and reducing dependence on market fluctuations.
