Montenegro-Serbia extradition dispute over Svetozar Marović
Overview
Montenegrin authorities have exhausted all formal legal avenues to extradite Svetozar Marović, the former President of the State Union of Serbia and Montenegro, from Serbia. Sergej Sekulović, State Secretary in the Montenegrin Ministry of Justice, reported that Montenegro issued three formal requests and five urgent reminders over a period of five to six years, but noted that Montenegro cannot exercise sovereign authority on Serbian territory.
On October 10, Marović avoided serving his prison sentence after the statute of limitations expired. Marović was originally convicted in 2016 for leading an organized criminal group that caused multi-million euro damages to the municipality of Budva. Although he signed plea agreements following his 2015 detention, he relocated to Serbia in 2018 for medical treatment.
Despite a final urgency sent by Montenegrin authorities on October 6, Serbian authorities did not facilitate the extradition, allowing the three-year and nine-month corruption sentence to lapse.
