The Montenegrin government has kept its guarantee that apartments in the Velje Brdo residential development will be sold at €1,000 per square metre, with construction slated to start in December. The first phase will comprise six buildings and 185 apartments, while the broader scheme includes a new 5.3‑km boulevard and the larger Block A1, which will contain roughly 557 units, underground garages and utilities.

In early August, the Ministry of Public Works formally awarded the €33 million boulevard contract to Eurozox and selected the IGP Fidija consortium to design and execute Block A1 under a €40.1 million contract. The combined tender package totals about €73.1 million, with a 540‑day deadline for the boulevard and a requirement for at least ten qualified engineers.

Later that week, data released by the ministry showed that the actual construction cost per square metre has risen to over €2,800—significantly above the €1,000 sale price and the Podgorica average. Civic Movement URA deputy president Ana Novaković Đurović criticised the project as the most expensive housing in the country, arguing that the published price omits full infrastructure expenses and that the state would effectively subsidise more than €1,800 per metre. The criticism comes amid concerns about budget pressures from pension and wage obligations.
