Monza urban regeneration and territorial planning

Overview

The Monza City Council has adopted a new Territorial Government Plan (PGT) focused on urban regeneration and reducing land consumption. The plan aims to decrease land use by approximately 711,000 square meters and mandates that residential projects exceeding 1,000 square meters include between 20% and 40% subsidized social housing.

The plan has faced local opposition, specifically from the Coordination of Monza Committees and Associations, which organized protests to protect a 25,000-square-meter woodland at the former IV Novembre barracks.

In response to infrastructure developments, the HQMonza association clarified that the M5 metro line expansion at the former Caserma IV Novembre will only temporarily use a marginal strip of the wooded area, representing less than 5% of the site. Mayor Paolo Pilotto stated the location will host a multi-use development including student housing, the metro terminus, a commuter parking lot, and a provincial headquarters for the Guardia di Finanza.

Additionally, the city has opened a new 8,000-square-meter public park in Piazzale Virgilio. This project involved depaving built-up areas to restore soil permeability and includes 150 trees and a 600-cubic-meter biolake for water purification and flood mitigation.
