Moroccan healthcare sector labor tensions

Moroccan healthcare workers and unions have expressed significant discontent regarding systemic shortages and administrative issues. Unions have highlighted a national deficit of over 64,000 nurses and called for the hiring of approximately 2,700 graduates. Tensions have escalated following security interventions and arrests during protests by nursing students in the Tangier-Tetouan-Al Hoceima region.

In addition to staffing shortages, workers have demanded the release of promotion results for 2024 and 2025 and the settlement of related financial entitlements, arguing that delays undermine health system reforms.

As the transition to territorial health groups continues, labor disputes have moved into the realm of institutional dialogue. In the Casablanca-Settat region, the National Health University boycotted a meeting with the newly appointed Director General of the Territorial Health Group. The union cited insufficient notice, a lack of a detailed agenda, and restrictions on delegation size as reasons for the boycott, though they stated a readiness for dialogue if established norms and mutual respect are observed.
