Mozambique economic, demographic, and judicial reforms

Overview

President Daniel Chapo has introduced several initiatives aimed at stimulating the Mozambican economy and addressing demographic challenges. To support youth entrepreneurship, the government is studying potential tax relief, such as exempting young people from business registration fees and creating specific tax regimes for small and medium-sized enterprises. During a meeting with the National Association of Young Entrepreneurs (ANJE), Chapo noted that high formalization costs currently hinder access to business opportunities and public tenders. He emphasized the need to review financing mechanisms like the Mutual Guarantee Fund, simplify banking procedures, and work with the Central Bank to define monetary policies that boost the productive economy.

Addressing demographic shifts, Chapo warned that national economic growth must outpace the 2.5 percent annual population growth to avoid a potential disaster. With the population projected to reach 60 million by 2050, he highlighted the necessity of investing in education, vocational training, and healthcare to harness the demographic dividend. To monitor these goals, the government plans to launch a digital platform within 90 days to track indicators such as fertility rates, early marriages, and youth employment.

Furthermore, Chapo reaffirmed a policy of “zero tolerance” toward corruption and advocated for institutional reforms. This includes the proposed creation of specialized courts to handle complex organized crimes, such as terrorism, money laundering, and human trafficking, while addressing judicial delays and bureaucracy to maintain public trust.
