Municipal financial instability in Mexico

Reports have emerged regarding significant municipal financial instability and debt across various Mexican jurisdictions.

In Michoacán, residents in the El Mirador subdivision occupied water utility offices to demand financial accountability from their neighborhood board. The board faces accusations of failing to report on community resource management, alongside an alleged 12 million peso debt owed to the Uruapan Commission for Drinking Water, Sewerage, and Sanitation (CAPASU).

In the State of Mexico, the Mayor of Cuautitlán Izcalli, Daniel Serrano, reported inheriting a labor liability exceeding 2 billion pesos. Other municipal debts include 300 million pesos owed to the Federal Electricity Commission (CFE), 95 million pesos in tax credits, and 81 million pesos owed to ISSEMYM.

In Colima, the former mayor of Manzanillo, Rosa María Bayardo Cabrera, acknowledged a debt of approximately 27 million pesos regarding unpaid contributions to the Colima State Public Servants Pension Institute (Ipecol). This liability reportedly accumulated during her term, though she expressed confidence that the current administration would resolve the outstanding payments.
