Municipal social and health assistance in Latin America

Overview

Local governments and community organizations in Latin America continue to implement social assistance and public health initiatives to support vulnerable populations.

In Chile, the DIDECO department in Arica completed its sixth annual social aid delivery, providing food gift cards, travel expenses, and sports equipment. Additionally, the Vínculos program has been implemented to support seniors in Molina. More recently, the Ministry of Health launched ‘Plan Enlace,’ a public-private partnership involving compensation funds such as La Araucana and Los Héroes to reduce non-GES medical waiting lists.

In Mexico, the DIF Sonora ‘Para Ti’ brigade in Caborca distributed over 500 food aid packages and provided health modules, document issuance, and disability certifications. Subsequent efforts in Mazatlán, Sinaloa, provided medical, dental, nutritional, and psychological consultations alongside food pantry distributions. In Ciudad Juárez, preventive brigades offered screenings for HIV and hepatitis C, as well as vaccinations. The ‘Sonrisas del Bienestar’ program in Tampico, Tamaulipas, has delivered more than 3,700 free dental treatments. Recent expansions in Querétaro include specialized mobile units providing gynecological and diagnostic services, while the DIF has conducted thousands of preventive health consultations. In Tamaulipas, programs are also providing functional devices to vulnerable families.

Regional outreach has expanded through mobile units and specialized services. In Costa Rica, mobile units in Guatuso are providing free mammograms to over 660 women, while the Caja Costarricense de Seguro Social is developing a new telehealth policy. In Peru, EsSalud is undergoing a structural reorganization based on meritocracy to improve efficiency. In Paraguay, the Ministry of Social Development is conducting integrated health and social service jornadas in local neighborhoods. Other regional efforts include community health fairs in Cortazar, Mexico, and specialized support for youth in judicial processes in Argentina through Copnaf.
