Naples urban regeneration and development

Overview

The City of Naples is implementing various urban regeneration and development initiatives. In the Scampia district, the ‘Restart Scampia’ project has reached a milestone with the announcement that the first 97 new housing units are expected to be delivered between late 2026 and early 2027. This large-scale program, supported by approximately 159 million euros in funding, aims to construct 509 apartments and integrate social services, schools, and green spaces while preserving the ‘Vela Celeste’ as a cultural hub.

Parallel to these district-specific efforts, the municipality has launched the second phase of public consultations for its new Municipal Urban Plan (PUC). This phase seeks to translate the vision of ‘Naples, a Just City’ into actionable urban policies. The consultation process focuses on five key themes: employment, housing, environment, regeneration, and mobility. The plan includes strategies to diversify the local economy beyond tourism by supporting manufacturing and innovation in strategic areas such as Napoli Est and Napoli Ovest.
