National Congress of Administrative Lawyers in Palermo

The VIII National Congress of the National Union of Administrative Lawyers (UNAA) was scheduled to take place on October 23 and 24, 2026, in Palermo, Italy. Organized by the Association of Administrative Lawyers of Sicily, the event was set to be held at the Teatro Massimo and Palazzo dei Normanni.

Italian President Sergio Mattarella attended the inaugural day of the congress at the Teatro Massimo. The event, themed ‘The administrative lawyer between constitutional values, procedural rules and supranational norms: tools and forms of mediation between authority and freedom’, featured institutional greetings from Palermo Mayor Roberto Lagalla, Sicilian Region President Renato Schifani, and the President of the Council of State, Luigi Maruotti.

Other notable participants included Orazio Abbamonte, President of the UNAA, and Constitutional Court judge Giovanni Pitruzzella. Discussions centered on the role of administrative lawyers regarding procedural rules, constitutional values, and supranational norms, covering topics such as artificial intelligence, ecological transition, and European integration.
