Many local authorities have expressed frustration, arguing that the designation of “refusing municipality” is inaccurate. For example, Vught reported hosting 608 Ukrainian refugees—well above its requirement of 232—yet these figures are reportedly not factored into distribution quotas. Other municipalities, including Culemborg and Eersel, cited difficulties in finding suitable locations and the need for community consensus as primary obstacles. Under the government’s intervention ladder, the national government may eventually bypass local decisions to directly designate asylum seeker locations.
