NHRC investigations and CJP protests in India

Overview

The National Human Rights Commission (NHRC) has initiated investigations into separate allegations regarding the exploitation and mobilization of minors in India. In late September, the NHRC launched a probe into reports from Etah, Uttar Pradesh, where it is alleged that children as young as three were used by a coaching centre to film scripted social media content. The commission issued notices to local police, district authorities, the Ministry of Electronics and Information Technology, and Meta India, requesting reports on actions taken to protect the children and identify responsible adults. In early October, the NHRC expanded its focus to Mumbai following allegations that minors were mobilized to participate in a protest. Complaints suggest children may have been used as ‘shields’ during a Cockroach Janta Party (CJP)-led protest on October 2 to avoid police detention. NHRC member Priyank Kanoongo criticized these tactics, comparing them to those used in conflict zones, and directed authorities to investigate potential violations of the Juvenile Justice Act. Midst these investigations, the CJP has intensified its calls for action. Following the announcement of a nationwide youth-led protest in New Delhi, the CJP expanded its demonstrations to Bengaluru on October 8. At Freedom Park, protesters including founder Abhijeet Dipke, actor-activist Prakash Raj, and YouTuber Dhruv Rathee demanded the resignation of Chief Election Commissioner Gyanesh Kumar. They called for an immediate freeze on the Special Intensive Revision (SIR) of electoral rolls, the suspension of upcoming elections, and an independent inquiry. In Delhi, the situation escalated as CJP leaders, including founder Abhijeet Dipke, Ashutosh Ranka, and Saurav Das, were reportedly detained at Indira Gandhi International Airport. On October 18, the Lal Hit Janata Party was formed in Delhi specifically to oppose the CJP-led demonstrations.
