Niger petroleum industry crisis and energy shortages
Overview
Niger continues to manage a dual crisis in its petroleum sector involving an environmental disaster and a major financial dispute with Chinese operators.
The oil well blowout at the Goumeri W-8 site in the Agadem Basin, which began on September 25, has been described by the Ministry of Petroleum as an environmental incident of “exceptional gravity.” To address the blowout, the Nigerien government has requested technical assistance from Algeria. Experts sent by Sonatrach are working to analyze the circumstances, assess damages, and identify technical solutions to stabilize the site. As of October 12, the situation was reported as partially contained but not fully controlled.
Parallel to the environmental crisis, Nigerien authorities have issued a 45-day ultimatum to CNPC, the West African Oil Pipeline Company (WAPCO), and the SORAZ refinery operator regarding a major revenue dispute. Foreign Minister Bakary Yaou Sangaré stated that over 3,000 billion CFA francs in crude oil export revenue since April 2024 has not been repatriated to Niger.
The situation has evolved into a broader energy crisis characterized by severe fuel shortages and long queues at gas stations in Niamey. This shortage is attributed to the obsolescence of the Zinder refinery (SORAZ) and a heavy reliance on imports by the Société nigérienne des produits pétroliers (Sonidep). In response to public unrest regarding oil revenue transparency and demands for accountability from the Collectif citoyen pour la sauvegarde de la patrie, the Ministry of the Interior has prohibited public mobilizations related to oil management, citing national security concerns. On October 19, 2026, the President of Niger received the Algerian Ambassador and a delegation of experts to discuss ongoing cooperation.
