AES and Togo advance customs union and harmonization
Overview
Customs officials from Niger and Togo have initiated training programs to improve fraud detection and risk management, supported by the World Trade Organization and the World Customs Organization. These efforts focus on transitioning to intelligence-based targeting to combat fraud networks.
Building on this foundation, customs experts from the Alliance des États du Sahel (AES)—comprising Burkina Faso, Mali, and Niger—and Togo met in Ouagadougou from October 12 to 14, 2026, to harmonize customs procedures. The discussions aimed to finalize a preferential confederate tariff regime, define rules of origin, and establish certification procedures. A key technical goal is the interconnection of computer systems to streamline the movement of goods and reduce import-export costs.
Following these technical meetings, a delegation led by Togo’s Minister Delegate for the Budget met with Burkina Faso’s President, Captain Ibrahim Traoré, who is acting as the President of the AES Confederation. The delegation reported on the progress of the customs union and the implementation of information system interconnections. President Traoré issued directives to facilitate trade between member states and to strengthen the role of customs in supporting the regional economy and mobilizing public revenue. While Togo is not an AES member, it remains a strategic partner providing maritime access via the Port of Lomé.
