Nigeria digital ID reforms expand amid bribery claims

In mid‑July 2026 residents of Edo and Rivers states reported that NIMC staff solicited payments of N6,000–N10,000 for National Identity Number registration, breaching the free‑registration policy. President Bola Tinubu reaffirmed his directive for universal enrolment by year‑end, and NIMC Director‑General Abisoye Coker‑Odusote said the World Bank‑funded Identification for Development project will employ biometric checks to block duplicate identities and curb corruption.

On 13 July the country linked its Country Signing Certificate Authorities to the ICAO Public Key Directory, creating a real‑time digital chain of trust for electronic passports and reducing border‑fraud.

Later that month the Ministry of Solid Minerals Development formalised a partnership with NIMC to tie biometric identity data to mineral‑licensing records, aiming to improve tracking of licensed operators, deter illegal mining and generate reliable statistics.

Vice President Kashim Shettima highlighted the broader national effort to build a sovereign Digital Public Infrastructure, announced collaborations to extend legal identity to women, children and vulnerable groups, and led a delegation to Benin’s Glo‑Djigbé Industrial Zone.

On 26 June President Tinubu signed an amended NIMC Act that makes the National Identification Number compulsory across 14 critical sectors—including banking, passports, land titles, pensions, voting and tax registration—and designates NIMC as the Root Certification Authority for Nigeria’s public‑key infrastructure. Defence Minister Retired General Christopher Musa announced a formal data‑sharing channel between the military and NIMC, citing enhanced identity verification for security and counter‑terrorism operations.

Zamfara State’s rollout of the e‑GovConnect platform, replacing paper memos with an electronic system from 1 August, underscores the expanding role of the NIN across passports, banking, insurance, education, health and other public services.
