Nigeria Foreign Aid Bill controversy

The proposed Foreign Aid (Regulation, Transparency and Disclosure) Bill, 2026, has faced significant opposition from various sectors in Nigeria. Sponsored by Senator Ibrahim Dankwambo, the legislation aims to create a Foreign Aid Regulatory Commission to ensure foreign grants and donations align with national development priorities.

Human rights groups, including Human Rights Watch, have warned that the bill could threaten civil society independence by allowing the government to suppress dissent through broad definitions of national interest. The Socio-Economic Rights and Accountability Project (SERAP) and the Nigerian Guild of Editors (NGE) have also called for the bill's rejection, arguing it is unconstitutional and threatens media freedom and democratic participation. They noted that existing institutions already provide sufficient oversight.

Adding to the opposition, the Catholic Bishops Conference of Nigeria (CBCN) issued a communiqué stating the legislation could undermine humanitarian efforts and fundamental freedoms. The bishops specifically criticized provisions that grant officials discretionary power to deny registration or renewals based on whether an organization's activities are deemed ‘not in the national interest.’
