Nigeria Hajj pilgrimage regulatory reforms

Overview

The National Hajj Commission of Nigeria (NAHCON) has initiated efforts to reform and organize pilgrimage operations. In July 2026, the commission launched a review of the 2026 Hajj and Umrah operations, inviting stakeholders and pilgrims to submit complaints and suggestions by July 31, 2026. This review aims to address past hardships, such as financial exploitation and accommodation issues, and will inform the renewal of licenses for various service providers under a new regulatory framework.

By August 2026, the commission moved toward planning for the 2027 Hajj airlift, approving five airlines: Air Peace Limited, Flynas, Max Air Limited, Saudi Air, and UMZA Aviation Services Limited. These carriers were selected following a screening process regarding financial and operational capacity.

On August 13, 2026, NAHCON announced the approved fares for the 2027 Hajj pilgrimage, determined by departure zones following consultations with the Federal Government and service providers in Saudi Arabia. Fares are set at ₦7,560,822 for the Maiduguri/Yola Zone, ₦7,672,822 for the Northern Zone, and ₦7,882,822 for the Southern Zone. Intending pilgrims who previously deposited ₦5 million are required to pay the remaining balance to complete registration.

To comply with Saudi Ministry of Hajj and Umrah policies, the deadline for uploading biometric data to the Nusuk-Masar digital platform is September 26, 2026. Furthermore, states must remit all fares by December 2, 2026, to prevent the forfeiture of allocated slots. The approved airlines must adhere to specific safety standards and baggage allowances, including one 32kg checked bag and one 8kg hand luggage.
