Nigeria public service transport allowance negotiations
Overview
The Nigerian Federal Government approved a monthly transport allowance of N70,000 for public service workers to mitigate rising living costs and fuel prices. Scheduled to begin in November 2026, the six month intervention was reached following conciliation meetings between government representatives and the Nigeria Labour Congress (NLC).
The agreement also includes the payment of outstanding peculiar allowance arrears in three monthly instalments and a commitment to clear 19 months of outstanding allowances for health workers. While a Minimum Wage Negotiation Committee was to be constituted, disagreements persist regarding the implementation date for a new national minimum wage.
The decision has caused a significant rift between Nigeria’s primary labour organisations. NLC President Joe Ajaero maintains that the allowance was secured through collective bargaining following a union ultimatum, asserting the NLC’s right to negotiate independently based on International Labour Organization principles.
In contrast, TUC President Festus Osifo has rejected the proposal, advocating for permanent salary restructuring instead of a temporary six month palliative. This dispute has escalated into personal hostilities, with Ajaero accusing Osifo of being an “absentee leader residing in the United States”. The Joint National Public Service Negotiating Council (JNPSNC) has defended the government’s decision, stating that the TUC was not part of the negotiations.
In response to the friction, veteran labour leaders, including former NLC President Ayuba Wabba, have intervened to call for an end to public altercations to maintain worker unity. Meanwhile, at the state level, the NLC in Kebbi State has formally proposed the N70,000 minimum monthly allowance to alleviate financial pressure on teachers, health workers, and local government employees.
