North Macedonia and Kosovo coal supply agreement

Overview

Elektrani na Severna Makedonija (ESM) and Kosovo’s state-owned energy corporation (KEK) have entered into a three-year strategic agreement for the supply of high-quality coal. The deal involves the export of approximately three million tons of coal at a fixed price of 24.4 euros per ton (excluding VAT), with a potential total value of roughly 73.2 million euros. The contract allows for a volume deviation of plus or minus 30 percent.

ESM expects the agreement to increase annual electricity production by approximately 800 GWh and reduce CO2 emissions by nearly 923,000 tons annually through improved thermal plant efficiency and reduced fuel oil reliance. While initial reports suggested the deal granted ESM a concession at the Obiliq mine, KEK issued a clarification denying that the contract constitutes a concession over mines, assets, or resources. KEK stated the arrangement is strictly a direct sale to the end user without intermediaries, and that the corporation is not responsible for excavation, transport, or logistics.

KEK emphasized that the export, which represents about one-eighth of the annual production of its Coal Production Division, will not jeopardize domestic energy supplies or local electricity production. This priority remains critical as Kosovo’s national energy system faces challenges from aging infrastructure and unplanned production interruptions.
