North Macedonia anti-corruption and party financing review

In North Macedonia, the State Commission for Prevention of Corruption (SCPC/DKSK) has been reviewing anti-corruption strategies and legislative frameworks. An annual report indicated that the commission processed 612 submissions and issued 583 decisions, including 111 penalty orders for corruption law violations.

As part of its 2026 anti-corruption legislative review plan, the DKSK conducted an audit and identified specific regulatory risks within the Law on Financing of Political Parties. The commission has proposed amendments to address vulnerabilities in several key areas:

• Article 10: Concerns regarding whether the current model for distributing state budget funds to political parties is proportional and ensures fair opportunities for all participants.

• Article 14: A noted lack of preventive mechanisms and sanctions regarding the regulation of membership fees.

• Article 16: The need to close legal loopholes concerning individual donations from physical and legal entities to ensure better alignment with the Electoral Code.

• Article 17: The commission emphasized the necessity for greater transparency in donation registers. Officials noted that because these funds are public resources that are continuously increasing, the legal framework must be updated to ensure transparency, equality, and alignment with the Electoral Code, suggesting that parties must provide more accessible public records than mere website publications.
