North Macedonian municipal public procurement trends

Research by the Center for Civil Communications indicates that eighty municipalities and the City of Skopje signed public procurement contracts totaling approximately 356 million euros in 2025. This figure represents a record high, nearly doubling the combined value of contracts from the previous two years.

Tetovo Municipality recorded the highest value with 22.5 million euros in contracts. Other significant municipalities include Gazi Baba, Stip, Aerodrom, and Kumanovo. While the City of Skopje saw a decline in its individual ranking, the combined procurement value for Skopje and its ten surrounding municipalities accounted for nearly 29 percent of the national total.

In Kumanovo specifically, contract values rose by 126.4 percent compared to 2024, reaching approximately 13.3 million euros across 97 contracts. Data shows a high concentration of these funds, with a single company, KOOP INZHENIRING DOO Kumanovo, securing 17 contracts worth approximately 7.6 million euros, or 57 percent of the total analyzed value for that municipality. Additionally, the value of contracts concluded with only a single bidder in Kumanovo increased from 2.9 million to 6 million euros.
