Norway digital service outages

Overview

Norway has experienced multiple disruptions to its digital infrastructure and public services. In late July, the police log system in the Øst and Oslo districts faced instability, causing intermittent delays in information publishing. This outage occurred alongside technical issues affecting various other services, including telecommunications, banking, and international Microsoft platforms.

In August, the scale of digital service disruptions expanded. The Norwegian Digitalisation Agency reported outages affecting critical systems such as ID-porten, MinID, Altinn, and Digital postkasse. These technical difficulties also impacted Norsk helsenett, affecting HelseID logins and authentication for online pharmacies. These incidents followed a distributed denial-of-service (DDoS) attack on ID-porten earlier in the month that caused widespread outages for over 24 hours.

On August 24, 2026, the Norwegian Digitalisation Agency (Digdir) faced a massive, ongoing DDoS attack that began around 03:41. Officials reported the attack was “two to three times larger than previous attacks experienced by the agency.” At least ten services have been affected, including ID-porten, MinID, Altinn, E-innsyn, and Digital postkasse. Norsk helsenett also reported disruptions to HelseID logins, online pharmacies, and Reseptformidleren authentication. While some services remain accessible via mobile applications, others face intermittent availability or increased wait times. The National Security Authority (NSM) is collaborating with Digdir to manage the situation. Officials stated the attack is designed to overwhelm services with traffic and “does not grant hackers access to sensitive information stored within the systems.” Digdir has refused ransom demands from the attackers.
