Norway kindergarten labor and education developments

Overview

Labor unions Fagforbundet, Utdanningsforbundet, and Delta entered mediation with the Private Barnehagers Landsforbund (PBL) in late September 2026 to discuss real wage growth, pensions, and working conditions. Failure to reach an agreement threatened a strike involving approximately 1,100 employees across more than 70 private kindergartens in 12 Norwegian municipalities.

Concurrently, the Norwegian Ministry of Education and Research announced a 112 million NOK allocation to support kindergarten teacher training. This funding, providing roughly 60,000 NOK per participant, aims to address the demand for qualified teachers by allowing 1,904 employees across 915 municipalities and private kindergartens to pursue professional education while remaining employed.
