Oil pipeline leak investigation in Bangkok

Overview

Following reports of oil contamination in drainage systems near Chuea Phloeng Road and the Rama 3 elevated bridge, Bangchak Group subsidiary Bangkok Fuel Pipeline and Logistics (BFPL) conducted investigations starting September 7. Initial pressure tests on September 11, which increased pressure from 10 barg to the operational standard of 28 barg, showed no abnormal pressure drops or liquid seepage, leading to reports that no leaks were found.

However, subsequent excavations on September 16 revealed oil seepage from the pipeline and contamination within the drainage system. In response, the Department of Energy Business has mandated a three-step response: immediate repair of the identified leak, a comprehensive Pigging Test across the 32-kilometer pipeline, and the replacement or realignment of pipes in high-risk areas. BPT, which holds the operating license, and BFPL are required to submit maintenance records and are held responsible for all resulting damages.
