Pakistan administrative reform plan

On July 30, 2026, Pakistan’s Interior Minister Mohsin Naqvi warned that the country’s existing administrative system had collapsed and urged the creation of new provinces or administrative units to improve governance, public services, and economic stability.

The following day, July 31, 2026, Federal Communications Minister and PPP president Abdul Aleem Khan endorsed Naqvi’s proposal and outlined a specific restructuring scheme. Khan suggested that each existing province be divided into three sub‑units – North, Central and South – while retaining the current provincial names. He argued that the three‑unit model would preserve cultural identities, shorten travel distances for citizens seeking services, and enable more efficient administration by chief secretaries, police heads and high courts, ultimately strengthening national unity and balanced development.

Together, the two statements chart a rapid shift from a broad call for decentralisation to a concrete plan for subdividing Pakistan’s provinces into three administrative zones each.
