Panama academic and teacher appointment fraud investigation

Overview

Panamanian authorities launched ‘Operation Credentials 2.0’ to dismantle a large-scale academic fraud network. Following raids across multiple provinces, the Prosecutor’s Office and National Police arrested 18 individuals suspected of creating and selling falsified academic titles, credits, and diplomas. The investigation was initiated after the Ministry of Education (Meduca) reported irregularities within the Human Resources Administration System (SIARHE), the platform used for teacher appointments.

The investigation has since expanded to include the potential involvement of elected political figures who may have received payments to facilitate fraudulent appointments. Judicial authorities, including the Prosecutor’s Office Against Organized Crime and the Judicial Investigation Directorate (DIJ), are currently tracking bank movements and conducting electronic searches to trace illicit funds.

The criminal structure reportedly operated across all ten educational regions of the country and included administrative personnel from Meduca’s Human Resources Department who manipulated digital platforms. The Association of Veraguas Educators (AEVE) has criticized the Ministry, noting that the scheme deprives qualified professionals of legitimate opportunities and compromises educational quality.
