Overview

Panamanian President José Raúl Mulino has engaged in diplomatic and domestic efforts to strengthen national security and migration management.

In early September, President Mulino scheduled a visit to Guayaquil, Ecuador, to meet with President Daniel Noboa. The bilateral talks were intended to address trade, investment, and security, with a specific focus on combating transnational organized crime. Expected outcomes included a Partial Scope Agreement between the two nations and an inter-institutional agreement for the exchange of migratory information to facilitate safe and orderly migration.

Following these diplomatic efforts, the administration continued to bolster domestic law enforcement capacity. President Mulino presided over the graduation of 774 new security agents, comprising 731 National Police officers and 43 National Migration Service agents. This graduation marked the fifth such event under the current administration, which has added over 3,000 officers to the service to date. During the ceremony, the President called for a security force that is firm against criminals while respecting human rights.
