Paraguay migratory movement and enforcement trends

Overview

Paraguay has experienced a significant surge in migratory activity and enforcement actions. In 2025, the country recorded a record-breaking 14,533,495 migratory movements, representing a 39% increase from the previous year. This growth was attributed to rising tourism, trade, and international events.

To manage these trends, migration authorities increased security procedures. In 2025, the agency conducted 2,697 security procedures, including 840 inadmissions, 143 expulsions, and 47 extraditions. This trend of intensified enforcement continued into 2026; between January and July 2026, the National Migration Directorate conducted 2,752 procedures, already surpassing the total for the entire year of 2025.

Under Law No. 6984/22, these intensified controls at airports and border crossings resulted in 1,499 exit bans, 1,000 entry denials, 144 deportations, 81 handover proceedings, and 28 extraditions. The most common cause for these actions was the lack of travel documents. Among those denied entry, the highest numbers were citizens from Venezuela, Brazil, and Argentina.
