Paraguayan infrastructure development projects

Overview

President Santiago Peña has overseen several key infrastructure initiatives across Paraguay. In late October 2026, the President inspected construction sites for the future Taiwan-Paraguay Polytechnic University and an elevated highway in Luque. The university project, intended to strengthen ties with Taiwan by allowing Paraguayan students to train under Taiwanese professors, is expected to be completed by July 2027.

Following these inspections, the government inaugurated additional projects focused on public health and flood prevention. In Villa Hayes, construction commenced on a drinking water treatment plant funded by the Japan International Cooperation Agency (JICA), which aims to serve approximately 34,000 residents. Simultaneously, in Luque, a water protection project was launched along the Paso Carreta stream. This initiative involves an investment of 53,463 million Guaraníes to build protection walls and concrete channels, while also incorporating public recreational spaces and solar lighting.
