Pemex pipeline leaks and hydrocarbon theft
Overview
Petróleos Mexicanos (Pemex) has faced multiple infrastructure failures and security challenges across Mexico. In mid-September, pipeline leaks in the Campeche Gulf and Yucatán caused environmental concerns and threatened the livelihoods of local fishing communities. Fishermen in Ciudad del Carmen called for independent assessments, alleging that Pemex often misattributes pollution to natural sources rather than infrastructure failure.
By late September, the focus expanded to include both security breaches and environmental containment. In Hidalgo, Pemex identified seven clandestine taps used for hydrocarbon theft on the Tuxpan-Tula, Tuxpan-Azcapotzalco, and Tula-Salamanca pipelines. Concurrently, the Mexican Navy and Pemex coordinated to contain a hydrocarbon spill in the Ciénega de Progreso area, which may have been caused by deteriorated pipelines.
