People's Party policy proposals in Northern Cyprus

Overview

Kudret Özersay, leader of the People's Party (HP), has introduced several policy proposals aimed at addressing property rights and economic structures in Northern Cyprus.

Regarding property disputes, Özersay pledged to implement regulatory changes to assist victims of the ITEM Law. He noted that many citizens holding equivalent property points for assets left in Southern Cyprus after 1974 have been unable to claim their rights. To resolve this, the People's Party proposed a long-term leasing model where state-leased lands would be made available to these citizens at symbolic rates, providing income without the direct issuance of title deeds.

On the economic front, Özersay has called for structural reforms to address regional inequality and high living costs. He specifically advocated for a significant reduction in parliamentary salaries, noting that current monthly payments of approximately 450,000 TL (around 8,500 euros) are excessively high compared to local economic conditions and European averages. He cited recent salary reductions in Hungary as a potential model.

To stimulate growth, Özersay outlined plans to establish a technology free zone to attract foreign investment in sectors such as artificial intelligence, software, and cybersecurity. He aims to implement incentive systems similar to those used in Limassol, Cyprus, to encourage high-skilled employment. Additionally, he expressed interest in encouraging the Turkish defense industry to relocate production activities to the TRNC.
