Peru energy supply and infrastructure developments

In late August 2026, the Peruvian Ministry of Energy and Mines (MINEM) declared a 30-day emergency regarding the supply of Liquefied Petroleum Gas (GLP) in five southern regions: Arequipa, Cusco, Puno, Moquegua, and Tacna. The shortage was attributed to road blockages caused by heavy rains and natural disasters. To mitigate the crisis, the regulator Osinergmin was authorized to implement transitional measures to optimize fuel transport to bottling plants and service stations, while authorities increased inspections to prevent hoarding and price speculation.

Following these supply disruptions, discussions emerged regarding long-term energy infrastructure and concessions. The government evaluated extending the natural gas concession for Cálidda by ten years to expand operations into several regions, including Cusco and Puno, with an estimated investment between US$550 million and US$663 million. Additionally, the Sociedad Peruana de Gas Licuado (SPGL) advocated for the decentralization of GLP infrastructure, noting that current fuel reception is concentrated between Pisco and Callao, which leaves the national supply vulnerable to technical failures or natural phenomena.

As of August 31, 2026, the government is considering a formal addendum to Cálidda’s concession to allow expansion from Lima and Callao into Apurímac, Ayacucho, Cusco, Huancavelica, Junín, Puno, and Ucayali. This proposal would extend the concession from 2033 to 2043. While MINEM cites investments exceeding US$550 million for 3,700 kilometers of networks, other documents suggest up to US$663 million for 2,510 kilometers. Concurrently, the SPGL maintains that developing more coastal terminals and storage facilities is essential to protect national supply against social unrest or technical failures.
