Peru infrastructure and resource development

Peru continues its focus on infrastructure and resource management, with recent developments addressing regional water scarcity and management disputes.

In the Puno region, the Ministry of Housing, Construction and Sanitation is coordinating with EMSAPUNO to develop a technical file for a project designed to capture and transport water to the Alto Puno sector and the Hospital del Altiplano. Supported by the National Rural Sanitation Program, this initiative seeks to mitigate local water scarcity.

In Arequipa, the Provincial Municipality has requested a formal review from the Ministry of Housing regarding an agreement between Sedapar and Sociedad Minera Cerro Verde. Local council members are investigating the contract, which involves transferring treated wastewater to the mining company, to determine if it is “financially detrimental to the city.” The municipality is currently auditing the terms of the agreement, which transitioned from direct cash payments to maintenance schemes and tax-based investment models.

In Moquegua, the Ministry of Agrarian Development and Irrigation (MIDAGRI), through AGRO RURAL, has inaugurated water harvesting and storage infrastructure. This S/ 2,223,128 investment includes eight reservoirs, two ‘qochas’ (small lagoons), and 0.25 kilometers of adduction channels. These works, which also include the recovery of 200 hectares of degraded grasslands, allow for the storage of over 20,000 m³ of water to benefit 625 farming families in the General Sánchez Cerro and Mariscal Nieto provinces. The infrastructure supports crops such as corn, potatoes, avocado, vegetables, and fruit, as well as livestock and forestry.

In La Libertad, the Chavimochic Special Project (PECh) has been allocated S/ 500 million for 2027 to fund its third stage. A central component is the Rafael Quevedo Flores Dam, which is currently 70% complete. The government intends to sign a contract by November 2026 under a Government-to-Government agreement with Canada to finalize the dam’s construction.
