Peru land formalization and territorial delimitation
Overview
Peru is conducting various land formalization and territorial management initiatives across several regions. In late September, regional authorities in Ucayali delivered 24 property titles to native communities to provide legal security and access to state programs. Concurrently, the Presidency of the Council of Ministers and regional governments in Tumbes, Piura, and Loreto completed the delimitation of departmental boundaries, defining over 2,220 kilometers of limits to improve resource distribution and urban planning.
By mid-October, the Organismo de Formalización de la Propiedad Informal (COFOPRI) expanded these efforts through targeted campaigns. In Puno, brigades began visiting thousands of families in provinces such as San Román, Azángaro, and Melgar to collect documentation for the titling process. In Piura, COFOPRI registered perimeter and lotting plans for the Villa Caritas settlement, a step intended to facilitate the census of occupants and the management of basic services for 1,020 lots.
